Rotterdam Addresses Climate Impact with Innovative Infrastructure


In a recent blog post for the Nonprofit Quarterly, SAFE board member Karen Kahn wrote about how Rotterdam, another urban industrial coastal city is addressing climate change.

Despite President Trump having pulled the U.S. out of the Paris Agreement, scientists agree that the future of our planet is in jeopardy. In many parts of the world, the effects of climate change are simply undeniable: Seas are rising, storms are getting worse, and drought is forcing millions to migrate.

A consensus is emerging that we can no longer focus solely on reducing carbon emissions in order to keep our planet habitable. Even if countries meet their targets under the Paris Agreement, the global community has not moved quickly enough to save us from environmental changes that are already disrupting populations worldwide. At this point, renewable energy strategies must be combined with adaptation and mitigation to reduce the severity of floods, droughts, and other climate change impacts around the world. (As of this writing, the temperature in Phoenix, Arizona, is expected to reach 120 degrees Fahrenheit, with temperatures over 110 degrees for the entire week.)

Coastal cities are among the geographic areas under most immediate threat, and in many cases, it is these municipalities that are leading the way toward innovative solutions. In a recent New York Times article, Michael Kimmelman profiles the city of Rotterdam, where visionary leadership is transforming an old industrial landscape into one that is cosmopolitan, climate-resilient, and community-oriented.

“The damage from climate change isn’t just coming in the future, it’s part of the present,” says New York Times writer David Leonhardt, introducing this week’s Sunday Times magazine special. The Times includes a wide array of stories this week that track the melting of Arctic sea ice, island nations sinking into the sea, and increased flooding in many of our major urban areas. Yet the president of the United States wants to drill more oil and dig more coal. As Bill McKibben says in his Sunday Review essay, our current president could easily waste so much time that the Earth will not recover—at least not in time to save humans.

So let your voices be heard.  Saturday, April 29, join the Boston People’s Climate March. SAFE will meeting at the Wonderland MBTA station at 10:30 am on the Inbound platform to go into the Common, where a climate rally begins at 12 noon. Cape Wind goes to court again

(April 27 story in CommonWealth Magazine, in the Environment section)

Cape Wind appealed to the Supreme Judicial Court at the end of April because of the decision by a state board, the Energy Facilities Siting Board, to deny a two-year extension of transmission permits.

Cape Wind claims that the siting board exceeded its authority and asserts the decision to deny a two-year extension of transmission permits “is based on errors of law, is made upon unlawful procedures, is unsupported by substantial evidence and lacks requisite subsidiary findings and is arbitrary and capricious, an abuse of discretion…”

NYT: Scientists Warn of Perilous Climate Shift Within Decades, Not Centuries

Storms more powerful than have ever been recorded in history, melting of most of the ice on the poles, inundation of coastal cities due to sea level rise, and many other catastrophes that will be out of our control are predicted before the end of this century.

In 2009, nations agreed to try to limit the planetary warming to 3.6 degrees Fahrenheit, or 2 degrees Celsius, above the preindustrial level. The Earth has already warmed by about half that amount. The climate appears to be destabilizing, virtually all land ice on the planet has started to melt, and the oceans are rising at an accelerating pace.

The paper, written by Dr. Hansen and 18 other authors, dwells on the last time Earth warmed naturally, about 120,000 years ago, when the temperature reached a level estimated to have been only slightly higher than today. Large chunks of the polar ice disintegrated then, and scientists have established that the sea level rose 20 to 30 feet.

Climate scientists agree that humanity is about to cause an equal or greater rise in sea level, but they have tended to assume that such a large increase would take centuries, at least. The new paper argues that it could happen far more rapidly, with the worst case being several feet of sea level rise over the next 50 years, followed by increases so precipitous that they would force humanity to beat a hasty retreat from the coasts.

“That would mean loss of all coastal cities, most of the world’s large cities and all their history,” Dr. Hansen said in a video statement that accompanied the new paper.

SALEM — There are hundreds of slow, gradual natural gas leaks throughout the North Shore, but National Grid is steadily making progress addressing them.

There were about 800 leaks throughout the communities covered by The Salem News when state utilities reported their leak numbers this past winter. The majority of them locally were in Beverly, Danvers, Marblehead, Peabody, Salem and Swampscott, according to data put together by Home Energy Efficiency Team at

Salem’s share of those leaks at the time was 92. After more than a half-year of work, that number has been carved down to 60, according to Danielle Williamson, a spokeswoman for National Grid.

Of those leaks, 55 are considered “grade 3” leaks, meaning they don’t pose a significant risk to public health, safety and the environment, according to Williamson. The remaining five leaks are “grade 2,” which aren’t massive problems but enough of an issue that they’ll be patched in the coming month or two.

Grade 1 leaks are labeled such when they’re so severe that the company won’t leave the scene until they’re closed. There aren’t any throughout the city, Williamson said.

The number of leaks is tied to the age of the infrastructure that pumps gas into the region, according to Williamson.

My notes on the 11/30 meeting:

Present in addition to the City Council members of this subcommittee were State Representative Paul Tucker, Joel Wool (Energy Organizer, Clean Water Action); and, from National Grid: Daniel Cameron, Program Manager, Community and Customer Management for Massachusetts; and Bill Mosco (his jurisdiction with National Grid is Salem). From the city: officials from the Salem Fire Department, the Salem Police Department, and the city’s Electrical Department. A number of residents were also present, including myself.


National Grid is not required to pay for the unaccounted gas from these leaks…the cost is passed along to consumers. A City Council member asked, “Do you have a pie chart showing the sliver of natural gas that’s leaked into Salem’s air in a one-year period?” National Grid’s answer was, “No, we’re not capable of making that determination.”

However, a statement by Joel Wool had a lot of good information about all the gas leaks passing up into the atmosphere, and that National Grid CAN figure out how much this is. The fact that the cost of this waste is being passed along to the consumer is making National Grid less motivated to perform repairs. He also pointed out that Harvard University did a study and determined $90,000,000 (NINETY MILLION DOLLARS) of natural gas is escaping [sorry I didn’t get the info for what area this covered and for how long a period of time], and cost is being passed along to consumers; as well as methane being a very potent greenhouse gas, far worse than carbon dioxide.

NG showed the Excel spreadsheet of the gas leaks in Salem, by which time of this meeting was down to 55 leaks.

Grade 1 gas leaks are serious and are fixed immediately. Response to these are triggered by 911 calls to the fire department, usually in response to residents smelling mercaptan, the gas additive that has the strong odor. The Fire Department has two hand-sized natural gas sensors on every truck, and if gas is detected by both sensors, National Grid is called in; if only one sensor picks up gas, a third sensor is brought in to figure out if there’s really gas present (the sensors go off when the percentage of gas present is only 0.5%, even though when it’s up as high as 5%, it still presents no danger). Any gas leak inside a residence is always grade 1; even a small gas leak that’s near a residence is grade 1. Grade 1 gas leaks occur about twice a week in Salem, but the fire chief said they are dealt with immediately. One of the problems with reporting these leaks is that instead of first and foremost calling the fire department, people try to report it through less direct means.

Councilor Gerard said in regards to this: “I ran into a situation where one of my constituents told me someone had reported a gas leak ONLY on See Click Fix on the city’s website. I called the Fire Department right away and removed it from the website.”

The Fire Chief replied, “Gas leaks should NOT be reported on the web. The fire department should always be called, even if we find out later on it’s a known, grade 3 leak that poses no danger. We respond to all of those calls and check with our sensors, since it’s possible that a grade 1 leak may have developed.”

The grade is determined by using a formula that is based on the distance from the nearest structure; and the percent of gas to the amount of air it’s occupying. NG stated they didn’t want to get too technical on giving us the details of this formula.

Grade 2 gas leaks are non-hazardous, but could turn into grade 1. They’re only required to be checked once every twelve months, but the reality is that National Grid checks and fixes them more often than that (within a few months at the most). Again, these are far enough away from structures to not pose a threat, and the percentage of gas to air is not very high. There are currently five grade 2 gas leaks in Salem, and they’ll be fixed before the end of the year (2015).

Grade 3 gas leaks are away from structures and consist of a small percentage of gas escaping to the volume of air present; National Grid is only required to check these every twelve months and they’re NOT required to fix them. However, they do monitor these multiple times throughout the year.

NG has an ongoing program with the Salem DPW; three miles of gas lines have been replaced [I didn’t catch what time period this was in]. They have to comply with a law that they replace “X number of miles of leak-prone pipeline per year.” [they didn’t say what “X” was, but that may have been because they were talking about communities in general, and the number is different for each]

Questions posed to National Grid

Q: “How do you cover the entire area of Salem to determine where the gas leaks are?”
A: “Those trucks that have the special cones on them, when you see them driving through–those cones are very sensitive sensors that are picking up the gas leaks.”

Q: “Does National Grid coordinate with the cable project that’s currently going on in Salem, especially since the cable operation is digging in the same area the gas lines are?”
A: “Yes, and the Electrical Department of Salem is ALSO getting their work done at the same time.”

Q: “What about clusters of grade 3 leaks that are in close proximity to each other?”
A: “They’re still evaluated individually, although usually that situation identifies a leak-prone pipeline; which then triggers replacement of it.”

Q: “How well are these replacements and repairs being performed?”
A: “Repairs are done in a permanent way, if at all possible.” [I wanted to ask what situations there were in which a repair couldn’t be done in a permanent way, but the meeting was running out of time]

Q: “How do you find it on the web if there’s a leak near your house?”
[multiple answers] —
A: (from one of the city councilors) “Call the city, they have the spreadsheet on file and are obligated to give out that information if asked.” [also, it should be noted here that there is an online map of the gas leaks in Salem as of February 2015]
A: (I think from Councilor Eppley) “Forward those requests to the City Clerk’s office.”
A: (from National Grid) “The information is not on line. Even though that’s being done out in California and other places, the concern is that we don’t want to create panic over grade 3 leaks that pose no threat.” [However, one of the Councilors thought we COULD handle that information, and it should be not only online, but dynamically changing as the leaks are repaired].

Q: (from myself) “I lost 90% of my sense of smell about 15 years ago, and I can‘t smell the mercaptan that’s added to natural gas. What if there was a grade one leak in my house? I’d never even know it. And what about the many people who have a diminished sense of smell?”
A: (Daniel Cameron from National Grid gave me his card and said for me to contact him about it; suggestions from others including doing some research on the web for the best methane gas detectors, and also access dogs are trained to smell and alert their owners to the presence of natural gas)

More Gas Pipelines?

The Sunday Globe (October 5) includes an editorial calling for investments in gas pipelines across New England. The Globe argues that improved gas infrastructure need not hinder investments in renewable energy—both are necessary as we move toward greater reliance on renewables. Today, we are relying more heavily on gas–and in winter months, gas supplies may be insufficient. As a result, consumer electric bills are rising 37 percent (for National Gird customers).

WITH THE recent announcement that National Grid would raise its electricity rates an eye-popping 37 percentthis winter, New England is beginning to pay a real price for its stalled energy policy. The rate increase, which will hit some Massachusetts households to the tune of $150 a month, likely won’t be the last bad news this year: NStar, the state’s other major electric provider, is also expected to announce a rate hike soon. New England has always endured higher-than-average electricity costs, but this year’s price surge reflects a relatively new problem: With the retirement of many old coal-burning plants, natural gas now accounts for about half the region’s electricity generation, leaving utilities and their customers unusually exposed to spikes in gas prices.

The consequences for struggling families this winter will be dire, and are likely only a foretaste of what’s to come unless policy makers respond with urgency. Two strategies would lower electricity bills over the long term. First, the region needs to diversify its energy mix by bringing in more wind, solar, hydropower, and other renewables. Having more renewable energy will cushion the region against the ups and downs of the gas market, while also reducing carbon emissions. But the region has trouble handling the renewable energy that’s available already; making full use of the region’s rivers, wind, and sun will require new transmission lines from Canada and northern New England, proposals that create enormous backlash and, critics argue, mar pristine landscapes with ugly power lines. A proposal by the Patrick administration that likely would have resulted in more power lines failed in the Legislature earlier this year, a troubling reminder of the political obstacles to building needed transmission.

But even fully integrating renewable resources into the grid won’t eliminate demand for natural gas; it’s not always windy or sunny. So while connecting to renewables must be a top priority to bring down costs, the region simultaneously has to tackle a second task: upgrading the natural gas network, which was never designed for the crucial role it now plays in New England’s electricity market. Congestion in the delivery network is one of the major drivers of this year’s price surge, and more pipeline capacity would lower prices. Several proposals have emerged. Yet pipelines are an even harder sell than transmission lines. They’re just as unsightly, and carrying more fossil fuels into New England seems like just the wrong approach when the goal is to reduce carbon emissions.

The task for policy makers is to combine the two goals in an environmentally sensible way, so that lower prices for natural gas will help, not hurt, the transition to renewables. The six New England governors have made some progress in that direction. Last year, they suggested offering financial support to a new pipeline into the region, paid for in part through an assessment on electric ratepayers, while at the same time pledging to also support transmission lines needed to reach renewables north of Boston. What the governors’ plan lacked, though, was an explicit commitment that the two would go forward in tandem. It will be much easier to convince a skeptical public to accept new gas investments if the arrangement also contains a firm commitment to help tap renewable resources. Read more.

Footprint Power Removing Oil Tanks

If you’ve driven by the Salem power plant of late,  you will have noticed some big changes. No coal pile! And the oil tanks are coming down (see photos below from Marilyn Humphries).

Recently a challenge before the EPA was denied, so Footprint Power is now moving ahead to finalize financing and begin demolition of the old plant. In addition, Footprint and the City are finalizing a Community Benefits Agreement.

Price Tag on Carbon

The New York Times provides an in-depth look at how systems carbon pricing systems are working in California, New England, and Europe.

KEWAUNEE, Wis. — Bryan T. Pagel, a dairy farmer, watched as a glistening slurry of cow manure disappeared down a culvert. If recycling the waste on his family’s farm would help to save the world, he was happy to go along.

Out back, machinery was breaking down the manure and capturing a byproduct called methane, a potent greenhouse gas. A huge Caterpillar engine roared as it burned the methane to generate electricity, keeping it out of the atmosphere.

The $3.2 million system also reduces odors at Pagel’s Ponderosa Dairy, one of the largest in Wisconsin, but it would not have been built without a surprising source of funds: a California initiative that is investing in carefully chosen projects, even ones far beyond its borders, to reduce emissions as part of the battle against climate change.

“When they came out here and told us they were willing to send us checks, we were thrilled,” Mr. Pagel said.

California’s program is the latest incarnation of an increasingly popular — and much debated — mechanism that has emerged as one of the primary weapons against global warming. From China to Norway, Kazakhstan to the Northeastern United States, governments are requiring industries to buy permits allowing them to emit set levels of greenhouse gases. Under these plans, the allowable levels of pollution are steadily reduced and the cost of permits rises, creating an economic incentive for companies to cut emissions. Read more.
